The product oil transportation pipeline and storage project from Niger to Buchanan is an extension of the Zinder refinery project jointly constructed by Petro China and Niger government and put into operation, with a total length of 1070 km. It is composed of two parallel pipeline groups(gasoline and diesel), and the product oil transportation capacity is designed to be 150 With a total investment of 1.04 billion US dollars, it adopts the boot model and has a 25 year duty-free operation period. The project system is one of the important parts one belt one road and the other direction of Africa is also an ideal platform for all extension work.
The investment, financing and construction of the project consists of a consortium of large-scale central enterprises, central enterprises holding shares and large-scale private enterprises, and cooperates with financial and insurance institutions of European Union (France countries), which changes the traditional practice of single domestic state-owned investment (sovereign credit). It is a new mode exploration of international cooperation, diversified investment, mutual benefit and win-win situation of the belt and road initiative.
The organizational structure of the project is composed of the investment department of the head office of industrial and Commercial Bank of China, China Huarong Asset Management Co., Ltd., Daqing Petroleum Management Bureau and China Construction Changjiang Real Estate Co., Ltd., with the overseas registered CNPIPELINE  CO.LTD is the subject of the contract signed with the national oil company of Niger.
After more than three years of hard work, we have completed the business negotiation, engineering design, engineering exploration, pipeline location and other basic works.  The project completed the signing of the framework agreement on April 20, 2019, held a grand foundation laying ceremony, and local media made a key report.
